Several measures to support the innovative and green development of the fireworks and firecracker industry in Hunan Province

In order to thoroughly implement the decision-making and deployment of the provincial party committee and government on the green transformation and upgrading of the fireworks and firecracker industry, empower industrial development with technological innovation, and combine with reality, the following policy measures are formulated.

1. Support key core technology research and development. 

Support leading enterprises to form innovation alliances with military units, universities, research institutes, and upstream and downstream enterprises in the industrial chain, and systematically tackle key technologies. Systematically layout, formulate annual research and development tasks in stages, clarify responsible units, support innovation consortia to focus on key common and disruptive technologies for innovative and green development of the fireworks and firecracker industry, including key basic materials, supporting process equipment, etc. Key breakthroughs will be made in the research and development of micro smoke environmental protection ignition lines, propellants, unpacking drugs, effect drugs, etc. Promote the research and development of key processes and equipment such as gunpowder ignition and launch technology, intelligent creative arrangement software, fireworks high simulation software, comprehensive treatment of perchlorate containing wastewater, as well as the research and development of intelligent safety risk warning and prevention technology. Key support will be given to provincial key research and development plans, provincial and municipal linkage science and technology research and development plans, and departmental industry plans (no less than 2 projects per year). 2. Build a high-level technology innovation platform. 

Support the main production areas of fireworks and firecrackers to collaborate with universities and research institutes both inside and outside the province to establish new research and development institutions such as industrial technology research institutes and innovation research institutes. Build public service platforms such as pilot bases (platforms) and standard verification points related to the fireworks and firecrackers industry, promote scientific and technological breakthroughs, standard formulation, and achievement transformation, and reduce enterprise research and production costs. Clarify the mechanism for transforming achievements, guide military units, universities, research institutes and other related scientific and technological achievements to be transformed and incubated on public service platforms such as pilot bases (platforms). Support leading enterprises to take the lead in establishing provincial-level technology innovation centers, industrial technology engineering centers, manufacturing innovation centers, and other innovation platforms according to their development needs. 3. Smooth and secure demonstration and promotion and application of achievements. 

Timely register the achievements of new materials, processes, and equipment with great potential for transformation and good safety and environmental performance. Accelerate the construction of a safety certification system for new processes and equipment involved in the production of fireworks and firecrackers, promote the development of safety certification methods and guidelines for new processes and equipment, accelerate the safety certification of research and development achievements, optimize approval processes, and strengthen financial support. Jointly release a list of practical technologies for green and environmentally friendly fireworks and firecrackers, including new materials, processes, and equipment, to accelerate the promotion and application of key common technologies and achievements. 4. Accelerate the construction of the green standard system. 

Support relevant units in the main production areas of fireworks and firecrackers to actively carry out preliminary research on fireworks and firecrackers related standards, and participate in the formulation of mandatory national standards for fireworks and firecrackers raw materials. Strengthen the quality supervision of raw materials for fireworks and firecrackers enterprises, and gradually promote the mandatory elimination of high pollution formulas. Accelerate the preparation and issuance of group standards for green and environmentally friendly fireworks and firecrackers products, classified and graded according to products, raw materials, testing methods, and certification management, and gradually promote their transformation into national and international standards. Strengthen the implementation and verification of standards, promote cross regional technical standard formulation, exchange and cooperation in the main production areas of fireworks and firecrackers along the Hunan Jiangxi border, and jointly build a new green development standard system for environmentally friendly fireworks and firecrackers products. 5. improve the environmental protection evaluation mechanism. 

According to the development standard system for green and environmentally friendly fireworks and firecrackers, we will improve and develop a third-party inspection, testing, and evaluation system for green and environmentally friendly fireworks, providing rapid evaluation services for the environmental evaluation of green and environmentally friendly fireworks. For products that have reached the relevant level of green and environmentally friendly fireworks and firecrackers environmental evaluation, explore the appropriate relaxation of restrictions on the "ban and limit" policy within the province. 6. increase the supply of production factors. 

High energy technology innovation platforms in the field of fireworks and firecrackers, which are included in the list of key construction projects, will be included in the green channel for land approval, given priority and completed within a limited time to ensure that the projects are implemented in accordance with laws and regulations. For fireworks and firecracker production enterprises that are included in the scope of safety production permits, their drug production and storage work areas will be designated as special control units and included in the national spatial planning and management. Within the scope of the special control units, the safety production control line will be determined according to the safety standards of fireworks and firecracker engineering design and approved by the emergency management department. The construction land will be "quantified and not fixed", and it is allowed to dynamically adjust the layout of the planned construction land without breaking the rigid control red lines such as "three zones and three lines". After being included in the national spatial planning "one map", it will be used as the basis for land approval planning. Before applying for land use approval for fireworks and firecrackers projects, a safety facility design approval issued by the emergency management department should be obtained. This policy measure shall be implemented from the date of publication and shall be valid for 5 years.
